PROTECTION OF THE VULNERABLE

During the COVID-19 pandemic, targeted measures have been implemented to focus on the safety and well-being on Floridians over the age of 65 and those who have serious underlying medical conditions to prevent exposure to COVID-19.

PUBLIC HEALTH & SAFETY

The first priority in re-opening is maintaining the health and safety of all Floridians. Every measure taken by state and local governments, businesses, and individuals should consider the general health and safety of the public.

HEALTH CARE SYSTEM READINESS

Florida has seen a dramatic decline in hospitalizations for COVID-19. In fact, only four percent of total Class 1 beds are occupied by COVID positive patients (Source: Agency for Health Care Administration, September 28, 2020). Florida’s hospitals are safe and have abundant capacity, but too many Floridians have been putting off their critical health care needs. Delaying care and neglecting chronic conditions and diseases can have fatal consequences, such as a heart attack or stroke. Now more than ever, you must ensure you are maintaining routine doctor’s visits and health screenings, getting immunizations recommended by a health care professional and looking after your mental health, which is just as important as your physical well-being.

ECONOMIC RECOVERY

On September 25, 2020, issued Executive Order 20-244, moving all of Florida’s 67 counties into Phase 3, which provides that no COVID-19 emergency ordinance may prevent an individual from working or operating a business, giving Floridians and business owners needed certainty and the ability to provide for themselves and their families. Florida’s re-opening plan supports the highest practicable level of business operation while maintaining public health and safety, so that all Floridians can return to work and the economy can recover.

PROTECTION OF CIVIL LIBERTIES & MAINTAINING INDIVIDUAL RIGHTS

Measures taken by the government must not impair the fundamental rights of Floridians, and when restrictive measures are imposed they should be the least restrictive measures feasible to accomplish a specific medically necessary objective.

PUBLIC CONFIDENCE

Florida’s reopening plan is rooted in sound medical judgement and driven by health metrics so that every Floridian feels safe as they return to work and their daily activities. An effective communications strategy is critical to ensuring public confidence in the COVID-19 mitigation strategies.

PARTNERSHIP WITH LOCAL COMMUNITIES

Local communities are partners with the state and play an important role. Florida is a geographically large and diverse state and each of our local communities has unique insight into their individual circumstances.
